Scarecrow from Batman: The Animated Series.
It was meant to be from BTAS, but cuz I forgot what he looked like, he's a bit different looking here. He doesn't have a noose in the cartoon and he has a different hat... But hey, I like it. I also love him in The Batman Arkham Asylum game, so cool! I might draw that version as well. Ive had a bit of a thing for him lately cuz I just started watching the cartoon and playing the game. <3
